NRC ka matlab hai “National Register of Citizens” (राष्ट्रीय नागरिक नामावली). Yeh ek prakar ka tarhankar hai jisme sarkaar dwara kisi desh ke saare nagrikon ki list rakhi jati hai. Is list mein un nagrikon ki jankari hoti hai jo desh mein rahne ka adhikaar hai aur un nagrikon ka bhi jankari hoti hai jo desh se bahar nikalne ka adhikaar nahi hai.
